The result was no consensus. While there was a consensus that the subject is not a hoax, whether it is notable and whether the subject falls under WP:NOT is unclear.   • I'm finding plenty of mentions in a variety of sources, e.g. [1][2][3][4][5][6]. None of these are in-depth and not all of them are reliable, but they do appear to be independent of Wikipedia so while I'm leaning heavily towards it being insufficiently notable for an article I am convinced it is not a haox. It would not surprise me if there was something here that would be suitable for merging into an article like psychogeography, especially if someone has access to specialist sources.
