Keep: Two rationales. First, the FCC has licensed WPXB-LD as a low-power television station, rather than as a television translator station. It's a small distinction, but it generally means it's considered to originate its own programming, even if that programming is overwhelmingly the Daystar network feed. That would usually allow it to pass WP:BROADCAST. Second, WPXB-LD hasn't always been a Daystar affiliate, which means that there's a history that can be told – some flesh for the bones, as it were.
