Nominator's rationale: All the parent cats are for the Soviet Union. Additionally, the category is not about nuclear sites in Russia, it’s about nuclear sites run by Russia (or the Soviet Union). Hence, why some of the articles in the category are located in Kazakhstan. And we have Category:Nuclear test sites in Kazakhstan.
