Derivative of the WP logo licensed as PD, which is incompatible with the logo's GNU FDL or CC-by-sa-3.0 licensing. Since the upload was incorrectly licensed, I can't establish the file's proper license. I've messaged and emailed the author. Give the uploader 3-4 weeks to state a case then Softdelete and immediately restore-and-transwiki-to-the-commons if and when he convincingly states the non-Wiki items fall under a free license. If the uploader presents a convincing case within the next 3-4 weeks speedy-keep and immediately transwiki. Good question. Somehow I got it in my head that file-deletion discussions were longer than the usual 7 days, particularly when it is likely that lengthening the time would lead to a consensus and/or provide more information. In this case, I don't necessarily expect the uploader to log in within 7 days but I do expect him to log in within 3-4 weeks. Having re-checked the procedures, it looks like the "7 days" is a pretty standard rule, so 7 days is fine.

Having said all of that, if he comes in tomorrow and admits that he doesn't remember where the non-Wikimedia elements of the image came from or admits they came from a non-free source, then there would be no point in continuing the discussion. Hi. This image does not meet WP:NFCC#8 (contextual significance) requirements. It is just thrown into the article with a wrong caption: "Menu of Internet Explorer 9 in Windows 7". I'm having trouble seeing how this isn't a replaceable non-free image. Rationale cites the "event" for which the article subject is famous, but this is (thankfully) not a picture of that event - just a picture of her face. (ESkog)^(Talk) 17:40, 10 May 2013 (UTC)[reply]

delete The article captioned this as "Vice Chancellor of the University Prof Ramachandran addressing the students of Dr.MGR-Janaki College of Arts and Science for Women, Chennai in February 2007" but given the uploader's history of copyright violations I would hesitate to keep the image.
