Chinese (?) translation request

This is an error page: http://www.xinhuanet.com/webSkipping.htm ..need help what the error says. We have thousands of URLs that redirect to this page and trying to figure out if it's a permanent or temporary situation. Technically speaking, there is underlying JavaScript forcing the redirect as example http://www.xinhuanet.com/english/2018-09/11/c_137460450.htm and this redirect is determined real-time by some criteria that is unclear .. the underlying page is visible if JavaScript is disabled in the browser.
