• Works on Speedy nominations as well as regular
• Works when entry is in the form "Category:Foo to Category:Bar"
• Doesn't work on double bullet points **
• Works if the rational is on the same line and hasn't been trimmed off.
• Doesn't work if the entry is preceded by text such as ":Propose renaming"

Yes it works. You just drop the bullet (only!) list of category's to remove the CFD tags from onto the page and wait a while. The bot does not add {{old cfd}} to the talk pages, however.
